Jakarta Produces Alternative Fuel from Urban Waste

Jakarta has officially embarked on a transformative era in waste management with the Rorotan Refuse-Derived Fuel (RDF) Plant now delivering tangible results. This milestone shifts the paradigm from viewing urban waste merely as a fiscal burden to treating it as a valuable alternative fuel source for the industrial sector.

As the largest waste processing facility in Indonesia, the Rorotan plant is producing RDF ready to be utilized as an alternative energy source for the cement industry.

"This is a pivotal moment for Jakarta. The Rorotan RDF Plant demonstrates that municipal waste can be converted into a valuable Renewable Energy (EBT) resource," stated Jakarta Environment Agency Head, Asep Kuswanto, Wednesday (12/17).

Strategic Partnership with Industry

Prior to this announcement, the Integrated Waste Management Unit (UPST) and PT Indocement Tunggal Prakarsa Tbk signed a Sale and Purchase Agreement (SPA) for the RDF products.

The signing coincided with the launch of a new fleet of enclosed compactor trucks on Tuesday (12/16), marking the commencement of sustainable industrial utilization of Jakarta’s inner-city processed waste.

Under this agreement, PT Indocement Tunggal Prakarsa Tbk will purchase RDF from Rorotan using a quality-based pricing scheme ranging from USD 24 to 44 per ton. The contract spans five years, with provisions for extension upon mutual agreement.

"Securing an offtaker provides certainty that our RDF production will be absorbed by the industry sustainably," he noted.

He emphasized that this partnership validates RDF not merely as a concept, but as a viable component of the renewable energy supply chain. "This proves that modern waste management can align with industrial needs and sustainability principles," he asserted.

Rigorous Standards and Readiness

Asep explained that the Rorotan RDF Plant underwent a rigorous series of trials and refinements. The process was supervised by experts from the Bandung Institute of Technology (ITB) to ensure that all technical, environmental, and safety aspects met the highest standards.

"We did not rush. Every stage was tested, evaluated, and improved to ensure full operational readiness," he explained.

Private Sector Endorsement

Indocement Director, Oey Marcos expressed his admiration at Jakarta’s comprehensive readiness—from the infrastructure and technology to the specialized transport fleet. He noted, this level of preparation reflects a genuine, uncompromising seriousness from the provincial government.

"This represents a profound shared commitment. We recognize that RDF is one of the most efficient solutions for waste management nationally and in Jakarta," Marcos stated.

He described the agreement as a historic milestone for all parties involved, reaffirming Indocement's readiness as an offtaker with an intake capacity of up to 1,700 tons of RDF per day.

"This program must succeed. We aim to prove that this initiative brings positive change and can serve as a blueprint for other regions," he concluded.
